The MVCA Membership is an added benefit available to all AEE Chapters in Africa. For regions not currently covered by AEE Chapters in Africa, AEE Membership will be required. Regions currently covered include: Egypt, Tunisia, Morocco, Kenya, Uganda, Ghana, South Africa and Nigeria.

The Measurement and Verification Council Africa (MVCA) is an impartial organisation to benefit, govern and guide M&V professionals to the benefit, protection and advancement of the interests of all M&V stakeholders (including but not limited to AEE Chapters, ESCOs, financiers, etc.) across the African continent.

What we do

Measurement and Verification (M&V) is a process of planning, measuring, collecting, and analysing data to verify the accuracy of savings reported in resource efficiency interventions. It provides:

Assurance in the credibility of the savings claimed.

Reduces the risk associated with the investment.

Increases the confidence of funders that their investments will result in savings.

Increases energy savings, therefor indirectly reducing the cost of financing projects, and encourage better project engineering.

M&V and AEE

The Association of Energy Engineers (AEE) has established the Certified Measurement and Verification Professional® program with the dual purpose of recognizing the most qualified professionals in this growing area of the energy industry, and raising the overall professional standards within the measurement and verification field.

A Certified Measurement & Verification Professional® (CMVP®) is an individual who manages or performs internationally recognized methods of quantifying the energy usage impacts of energy management activities. They apply the fundamental concepts of performance and savings verification in a wide range of contexts, including energy savings performance contracts and utility/government incentive programs. A CMVP® can often help a company confidently and cost-effectively implement cost saving activities through clear communication with project partners.

Careers in M&V

A career in M&V requires specialist engineering skills and experience in the application of M&V protocols and international standards, where ethical business practices need to be practiced to maintain the credibility and benefits M&V can offer the industry. Therefore, the MVCA is an independent body to govern and guide M&V professionals, and to protect and advance the interests of all M&V stakeholders across the African continent.

History of the MVCA

South Africa, 2009: During February 2009 Minister Trevor Manuel announced in his budget speech that the South African Government intended to introduce tax incentives for companies that can prove energy efficiency savings.  This announcement was widely applauded by industry and stakeholders as an important milestone that will stimulate widespread activities and implementation of energy efficiency measures.

One of the primary requirements for companies to benefit from this tax incentive was that they needed to make use of independent Measurement and Verification (M&V) professionals that are certified by an M&V Professional Body. This meant that there would be a need for M&V Professionals to perform the M&V activities and quantify the energy efficiency savings for companies that want to claim their energy efficiency tax incentives.

It is widely recognized that Eskom, at the time the sole generator of electricity, and the M&V Teams in South Africa had developed an M&V ability that is of a world-class standard.  This was confirmed during a mission by World Bank consultants that visited South Africa to assist Eskom with its Energy Efficiency and Demand-Side Management (EEDSM) programme. Despite the successes of M&V within Eskom’s EEDSM programme, the intentions of the SA Government to introduce tax incentives provided new challenges and requirements for M&V.

A M&V Professional Body was subsequently established, and a board elected through a process of consultation between M&V service providers and professionals, Government, the National Energy Efficiency Agency (now the South African National Energy Development Institute – SANED), industry and various stakeholders.  The purpose of the M&V Professional Body was to represent the M&V industry outside of the EEDSM programme within South Africa and ensure that the quality of M&V services and service providers are credible, trustworthy and transparent.

Therefore, the Council for M&V South Africa (MVCSA) was established under the Association of Energy Engineers (AEE) Chapter the Southern African Association of Energy Efficiency (SAEE, now known as SAEE Confederation – SAEEC).
